One aspect I found very interesting in CTPII was the expanding city radius reflecting population. That's not to say I don't find the traditional Civ "fat x" method to be enjoyable in it's own right.

I've noticed this myself. It seems new strategic resources appear sometime after others are exhausted, at least that's how it's happened to me so far.

There's always the option of trading for the resources you need if the other civs have extra of what you need.
