It's tricky to figure out since the civilopedia entry is vague at best. The naturalist has to be able to stand on at least one of the tiles so that fourth tile in the diamond formation can't be a mountain or an impassable natural wonder. Also there can be no improvement on that tile (farm etc)...

Pretty much. When I first saw it I thought, great my battleship became a tug boat. I wish they'd rework it so we could still build legacy units at end game like we could in civ 5. Also give the missile cruiser a more impressive model like in all the past civs.

Yeah some tweaks are needed. In my current there's 2 oil on the entire standard sized map. One in the water off the coast of an all snow area. The other France owns. I traded her iron for oil 1:1 deal. It's on immortal and she doesn't like me. Seems broken.

Yes and many see broken mechanics here. It is quite annoying having a swarm of apostles in your territory. We also wonder is the AI legitimately creating them all. In civ 5 it's an annoyance albeit not nearly as bad as 6. That said it's now a victory condition so isn't the AI just trying to...
It's worth mentioning that any city has to be within 3 tiles of the coast if they want that harbor, can also be shelled. Battleships can pound away provided they can "see" the city. A spy can help with that. Still need land units to cap of course but it will be ready for you when your troops...
Overwatch was a lot of fun but I'm always biased towards civ games. I got caught up in a game that was new for me but a couple years old in Fire Emblem Awakening. That game got ahold of me for over a month. Nothing compares to the 3000 hours I can log on the life of civ game tho.
