We're at Japan right now. I skipped Germany and the skip file went ahead but Germany player also sent his which was not received. I'd prefer to give player played file priority over skip especially since this one went over holiday and aroused some confusion

The gold was offered by Italy to all players including those at war with it. When gold is offered it is (temporarily?) subtracted from the treasury, so the offered gold is not available to be captured, beyond the share Italy kept, unless someone declines the offer
