How so? Wouldn't increasing mandatory education reduce the workforce? There would be more educated people, but alot less 'useless' people as in the OP. Not to mention that wages increase with higher levels of education.

What about extending compulsary education for say 2 years to both upskill the workforce and decrease it. Make schooling compulsary until 18 and recommended until 20. Maybe 2 years of either tradeschool or continued education after high school before going to university or into the workforce...

Fair points. If you can tell me that you would raise the same concerns if it were not just some rich guy, then absolutely. And how serious is a hit and run anyway? What sort of punishment should he be facing? Surely he still must compensate the victim etc.
