You need to clean your registry out. I use Eusing Free Registry Cleaner on mine. Run that and it should fix the install issue

If you have already gone through and deleted Civ 4 from the directory you installed it in, it probably still has some lines in the systems configurations. You will need to download a registry cleaner to get rid of them. The one I use is called Eusing Free Registry Cleaner, it's a free program.
