I haven't gotten far enough in a game to notice this behavior outside of slavery, but have been able to repeat it as a test - See attached savegame.
Angry citizens don't seem to do much. They don't eat any food and they don't take up any other citizens. If I'm not being clear...
I'm not sure why the AI can still build those, but from your save, it looks like you didn't enable the "Early Buildings" option. Both of those require that one, along with some other buildings that are missing from your game.
The concept of serfdom is more akin to employment than slavery. Sure, there were areas where slavery and serfdom had no distinction in certain time periods, but that lack of distinction isn't really that important in terms of game mechanics and difficulty of coding.
So, I was looking in the assets folder and wasn't able to find whether the stability penalty, of switching from peace to a state of war, was counted with the independents involved. Does anybody else know?
