I know certain countries have "favored" and "shunned" governments, i.e. Russia "favors" communism. What does this mean, exactly? Does it relate to diplomacy or to the efficiency/production of the country? Thanks.

Hi! I'm new to the game, and have searched through several faqs and the manual but can't find what the numbers next to government type in the lower left hand corner of the main screen (i.e. Democracy - 5.5.0) mean. Can anyone give me a clue? thanks.
