Units cost different things (growth, civics, etc) and are built with the rate the city they are built at gains the respective resource (say a 100 growth settler will take 13 turns for growth +8 city)
A zillion years ago I proposed a "Gamist AI" checkbox to differentiate from the regular "Roleplay AI". Back then the series even had an "Aggressive AI" checkbox but it actively made the game easier because the AIs trashed their research while attempting to warmonger.

I had enough ways to deal with stacks. CIV:Warlords difficulty arose most from how fast the AI developed. They could upgrade to fully medieval army just past 1000 BC (imagine how that would look in Civ 6), hit fast victory dates, etc

Bruh, if you want to play a difficult game, uninstall Civ6 and install CIV:Warlords or at least CIV:BtS.
Even on Deity victory in Civ6 is a done deal. It's about 'trick shots' now.
