No they don't, but they’ll offset for the policy slots you would have gained from tier 3 government, so if you make the right wonders you can have a tier 2 government with the same number of slots than a tier 3 one.

If it’s an expansion which improves AI, yes because there are other contents with it and because it fallows “the balancing the game” logic we can get from an expansion, otherwise no. A dlc selling improvement for something that should be in the game for free is simply shameful.
