If all you care about is gold, build/puppet a bunch of cities and cover their tiles in trading posts. Your science will suffer badly, but they're going to make a lot of gold.
The whole point of the science penalty is to prevent ICS from happening. Take that away and ICS becomes a great strategy again. Happiness is already nigh-irrelevant once Ideologies come into play.

In my last game, I built Machu Picchu in a city that was adjacent to a mountain in my territory, and close to another mountain two tiles away that wasn't in my territory. Guess which one it appeared on top of? Even at the end of the game, my city never managed to border pop that mountain tile.

Alexander, no question. He's tough early on, because he has great UUs and is very aggressive, and he's tough later on, because he settler spams like crazy and steals all the city-states. I've never had a game with him where he wasn't a major threat.
