It's not on, I didn't change anything after reinstall, the only thing I did special was "run as admin" for civassist.

    CivAssist II

I reinstalled Civ3 in c:\users\me\games and started it with no privileges, and started civassist with admin privileges. Same error. Does .NET v1.1 being installed make a difference? I uninstalled it and no change.

You have to run Conquests as an adminstrator, don't you? Isn't that a part of XP compatibility mode? I tried running Civassist as admin first and then starting conquests as user and still got the same error.

    CivAssist II

OK, reinstalled 2.0.5 from the link above from ainwood. Failed due to lack of privilege. Do you have to run this as administrator? Programs really shouldn't need that in 2013, that's something they did back in the XP days. At any rate, ran it again with admin and got the same error. I...

Tried all previous solutions - still have font problem

The control panel is on "Smaller - 100% (default)" I do (did) have Lucidia Sans in my fonts. I copied the LSANS.TTF from Civ's folder into \windows\fonts, replacing the existing file. I don't do any typesetting on this machine so I didn't care about my font. The LSANS.FOT file was renamed...

The Civilopedia is also messed up, the font is too large and falls off the bottom of the screen.

There are also font problems in text boxes. This is from the scenario selection screen.

Tried all previous solutions - still have font problem

Civ3 Conquests. I got error 28, renamed LSANS.FOT, started as administrator and the program will run. But, I still have a font problem, there's something wrong. There are pixels missing from the top of many letters. This is quite hard to read. I am using the game's original 1024x768...
