Agreed, I try an axe/sword rush and I never seem to have enough guys. I can maybe snag one city and I'm forced to stop because I'm depleted. Then it ends up in centuries of stalemates. Working on a better early military rush.
I will say on Vanilla Civ IV I could kill on noble every single time. BtS has humbled me quite a bit. Early wars are more difficult and expansion is brutally tough. I can usually only get to 4 cities, then end up in a stale mate war while everyone else is out taking over the world. Espionage...
Usually I go with Oxford since it's my primary science city and National Epic for the double GPP points. However if I have a shrine or two I go with Wall Street and National and put Oxford elsewhere
