how do i make my city work cottages? it says i need to have my city work in order for them to grow, how do i do this?

Civ 4 plays great on my computer, everything works beutifully. However when I save a game and then later on try to load it up I get a blue screen from which I cant do anything, cant return to my desktop and I end up having to turn off my computer. The game loads up and everything and I can see...
