I'm much inclined to settle PH 2W1S as it retains river access. Here I will probably move settler 1N before moving scout hopefully revealing more than 1 square, possibly affecting which way to send the scout while not affecting settling date if first inclination holds true.

I like your plan. Move warrior SE to check the coast and settler to PH to see if there's any grain. If there is nothing worthwhile, move back to 1W from starting position on turn 1. As we already have wheel , worker can make route to cows while we wait AH.
Wow, there is a lot to unpack.
1. Don't farm brown tiles. Unless you need them for irrigation chains, but that option only opens at Civil Service.
