You can enable policy saving in the advanced setup prior to starting the game. When you have that enabled you simply right click on the adopt policy prompt in order to save it.
Right but it's the only way I could think of that would literally give another civ your culture.
Edit: Can you get open borders and gift them great people: musicians, artists, writers?
Unless it is a really bad city (location, food, production, luxuries) it is an automatic puppet. And as long as I can afford the happiness hit I will annex the city and micromanage citizens for maximum growth. These captured cities will aid you greatly in late game with science and military...
It all depends on difficulty level. As others have stated, an isolated start on deity is crippling because you can't trade with an AI to get your economy going, you can't send caravans for science, and you can't sign research agreements.

Ahh my mistake.
The bold is the key part. AI vs. Human on an even playing field the human is going to beat AI with relative ease after a little practice.
I feel like starting a game on Prince just to see how ridiculously easy it is.
