How do you get opponents cities to have higher intrigue levels? I have had I think 3 chances for a level 4 or higher mission for the one quest in 2 playthroughs, each failed unfortunately. Also on spying, the bonus you set up when you start the spying, its boosted by having spys in the HQ...
