I think a huge issue is that spies can't be eliminated. They should operate more along the lines of subs: only other spies see them and can interact/attack them. (Spy vs. spy!)
All the above powers are cool and "retro Civ" but difficult to counter if all you can do is keep your own spies at...
Is the AI play-difference on Prince+ levels still measurably better than on Noble with the "no cheating" option enabled? Or is the advantage what makes the AI opponents that much tougher?

OK...so an Archer with:
Drill 1 gets "1 or 2 First Strikes"
Drill 2 gets "2 First Strikes"
Drill 3 gets "2 or 3 First Strikes"
Drill 4 gets "3 First Strikes"
So if you have the "long-term upgrade plan" and those Archers eventually become Gunpowder units, you should go for at least Drill...
