Here's a trick that works for me when I have slow framerates and screen scrolls. I sometimes have this problem when starting a game from a save when the game ran fine before.
Simply change the video resolution in the options menu. You don't have to accept the new resolution after the switch...
This game ran like a charm on my system through 1300AD. Then, on the next turn 1310AD, the framerate suddenly dropped to maybe one a second.
I can't imagine this is related to a video card or a memory leak, since I have the game saved at 1300AD and it happens everytime I continue playing...
Awesome. That's good to know. Some other Audiophile users were having the same trouble as me so it's good to know that someone was successful and I can tweak whatever settings I can dig up to make it work.

My M-Audio Audiophile 2496 soundcard cuts out during the loading screen and I can't get a signal thereafter.
I'm an avid gamer and Civ 4 is the first game that has had an issue with this soundcard.
Anyone else having issues or any suggestions?
