This has been said before when these types of threads emerge but Arstahd's unit stacking mod adds an in-between option that imo is fantastic. Ai performs a lot better and combat feels less cramped.

I should be more clear. I mean the criteria for culturally dominating another a civ. I want it to occur throughout the game. Say in Ancient Egypt dominates Greece, Classical Egypt declines, Medieval Greece dominates Egypt.

I think with the way the economy is modeled in this game. Production is a much better representation of maintenace cost than gold.
