I just discovered the levitation last night and I've got to say its pretty awesome. In my opinion it makes the missile rovers a very viable option compared to rangers for later game Harmony.
Whoa! I didn't even know this was an option. I've always just used them as bargaining chips. I try to gain a few favours with everyone at the beginning and then cash them in later in the game when I need help with energy to fund a war or something.

Depends on how big your army is. I'm sure that if you kept a military garrison in a city in real life they would do what you ask, perhaps not well, but they would do it.
