It was shown in the newest IGN video preview. Around 6 minutes in, you can see it in the drop-down diplomacy menu before war is declared.

It should be version 1.0.1.674.

Hong Kong and Cahokia are confirmed as Mercantile City-States (at least in the scenario, @ 6:40). Have we seen them before? I do hope that Cahokia is also in the base game. More Native American cultures are definitely a good thing.
