    Another thing which came to my mind from previous games: * Further limit the number of NUs Right now, it is possible to build 4 (very strong, yet affordable) Greek Homoioi in the Ancient Era in total. I suggest the make them (and other NUs) more valuable by limiting their number to 2.

    Yeah, that would be a possibility, too. Actually, it was Confederation civics giving -25% on military production. Did not realize this until now. Good change as it would be too overpowered compared to Autocracy.
