The Great Wall would be a lot better if it gave every city a wall without having to build one. Much like the Art of War and barracks, or Hoover Dam and hydro plants. Then it would be useful. :)

While annoying, it makes tactical sense. By capturing your worker, the AI denies you that worker. Since getting that worker back to safety may be difficult, the AI disbands it to avoid it's recapture.
