This is very strange, I save and reload quite often. Maybe there is something strange going on with the DLC civs. Try disabling all the mods besides the "Enduring Empires - Common Library" and the "Enduring Empires - Base". It should be smart enough not to try and load anything you don't already have, but this may be an explanation.

I tried saving and reloading with DLC civilizations disabled and it seems to be working for me.
Let me know what products you own, and if you can send me a .zip folder with your logs. They can be found at C:\Users\<Username>\AppData\Local\Firaxis Games\Sid Meier's Civilization VII\Logs
