dev note: To use the 2 charges properly you need to click the correct button! In my playthrough it's the one of the RIGHT, that works like the Roman Commander (or dark age Fleet Commander, or the Balangay). Both actions have the same text and tooltip (firaxis pls), so if you use the one that Settlers use first, you'll lose out on the 2nd settlement.
