To install, first unarchive the file "Modern Menace.bic.zip" so it turns into "Modern Menace.bic". Next, drag the .bic file into your "Scenarios" folder. Then, when you open up Civilization III, go to the "Load Scenario" tab and load "Modern Menace.bic". The last step is to enjoy!
