Makes exploration harder in earlier eras by nerfing healing.

- Units can't heal in neutral teritory (for AI and easier sieges, they can in enemy - they can plunder, but they are not very good in hunting )
- Medic promotion heals self in addition, but is harder to get (you need Education), same goes for Survivalism (Compass) and Supply (no pedia)
- Pre-Industrial naval units has Scurvy promotion, which damages them outside firendly teritory
- Instant heal removed
