This is a medium size map of Italy i made. I am italian so the work should be fine 
. It has excellent balance and good choice of civs.
5 countries are challenching for the domination:
Impero Longobardo, located in Milan (Americans, Roosevelt)
Impero Veneto, located in Venice (Russians, Stalin)
Impero Romano, located in Rome (Romans, Julius Caesar)
Impero Meridionale, located in Naples (Greeks, Alexander the Great)
Impero Insulare, located in Palermo (Carthaginians, Hannibal)
Resourches are enough, but advancing in modern age some resourches really become hard to find. Real Italy has not many modern era discovered resourches. Anyway every civ can get a strategical (like uranium, petroleum, coal, alluminium) resourch.
Have played against AIs a game and balance was nearly perfect. The 2 empires in the north can develop both well, also the other 2 empires in the south develop well and challance a bit for territory. The Insular Empire (on Sicily island) has not much terrain to use like the others, but it has great advantage of being protected by sea. Theorically this empire MUST conquer Sardinia as soon as possible.
