Modern Earth 2008 (starts in August) scenario. 18 civs, all under the rule of either U.S.A., Russia or China. So if you wish to war with your nukes, then choose one of the super powers. Otherwise you may choose from 15 of the other puppets and tag along for the ride. I'd suggest playing at expert level to give yourself a real-world challenge.
