Production Tech Rebalance 2016-10-05

I rebalanced the speed at which tech is researched vs rate of production. Currently it felt like I was speeding through the eras with little chance to make a proper kingdom.
I didn't feel that the game moved too slowly. Rather the research was flying by too quickly and I dind't have time to ever feel that I was truly in an era.
This mod is simple and can seamlessly integrate with any other mod except those that change global costs. This will cause units and buildings to become quite cheap.
I'm very open to any balancing changes or requests. I'm new to modding (though not to programming) :)

The following costs are adjusted:

Version 1:
Research of the Calendar, Classical-era and beyond: cost incrased by 10%
Units and Buildings: cost decreased by 25%
Wonders: cost decreased by 20%

Install instructions:
Unzip contents into: Documents\My Games\Sid Meier's Civilization 5\MODS\
