Hot Fix for reported error: AI civs and cities were sometimes bugged after an age transition

• Deactivated option management during age transition civ selection and upon start of a new game.
• Updated how option selections are watched to ensure game setup configuration is in a consistent state for both the ui and game engine

• Adds the new Start Position setting to the list of tracked options.
• Displays the status of Start Position in the pause screen along with the other options
• Compatibility with update 1.1.1 patch 1
• Under the hood and development process improvements

Fix: localizes the displayed text of the current Crisis setting in the game pause menu
