1 or 2 plot cities

I know that 1 or 2 plot is now an option in the map options screen. But what if I want to play one of the custom scenarios, how can I choose 1 plot option? It only lets me play with default DLL which is 2 plots. Can we create an option where any game can be played with 1 or 2 plot cities? I...
