cannot select civic to advance the turn

Towards the end of the game (which I am crushing!!) King difficulty. Playing as Australia. I am into the "Future Civics". I completed a future civic (several previously) and on this turn, after completing one and before selecting the next "future civic", I switched to "democracy" government...
