city attacked to zero defense but not conquered

I'm playing Egypt at Immortal, hopelessly behind but safe due to AI attacking each other. Screen shot shows last city of France at zero defense points, surrounded by Aztec ships, NONE of which can take the city. This seems to be an example of what I said in another thread about AI toying with...
