civ v style barracks

From what I can see, the "free promo" modifiers existent in the game are the Terracotta Army (gives free promo to ALL units you own upon completion) and what the Okihtcitaw has (it's a unit ability). What I want to know is if it's possible for promotions to be granted to units if they are built...
