Am denounced, cannot declare war and cannot denounce
Interesting one which I have not noticed before: playing as nubia on epic speed Turn 305 Macedon has denounced me and I can declare formal war on Macedon, BUT diplomatic service will come next turn and as Macedon had converted one of my cities it seems worth the wait to declare holy war.
