owls of minvera

Playing as Kublai khan, got owls secret society on my first turn and accepted. When I got Code of Law, there were three slots but only 2 policies. It would not let me submit the only 2. I could end the turn, but it would not have any policies :( Seems I got unlucky, and this is a bug.

I joined the Owls of Minerva Secret Society at nearly the beginning of the name. However, when I reached the Medieval Era, the governor tile didn't upgrade. It hasn't upgraded at all and I've advanced to the Atomic Era. Is it a bug or is it because I am using some mods that aren't compatible...
