settler not available

Hi I'm a Civ 6 noob (I've played civ I back in the day) but now picked up civ 6. one problem that i have is I want to produce new settler but the option is not available in any city. I'm at turn 89 year 675 BC and I'm playing Alexander the Great. What am I doing wrong? thanks
