    [R&F] Ships unexplainable lose access to ocean

    I'm 1850 AD, turn 196 on a quick game - Civ 6, Rise and Fall patch. I have Battleships, subs, Ironclads. They all were at deep sea, ocean tiles before, but now can no longer sail the ocean, are stuck near land as if sea travel was no longer allowed. What gives - another update forced upon us...
