Does anyone know whether there would be unhappiness generated from a city at the end of this situation..... AI city captured by me (unhappiness generated), then another player captures this city from me, then I recapture the city back from the other player?

all of a sudden I have a massive jump in unhappiness. Also it won’t go away no matter how many policies, happy buildings I make. Is this a known issue?
