I have not checked other projects yet but Kongo theater projects provide half the GPP of other civs theater projects.
I attach a save 1 turn away from a project completing.
At turn 97 (turn of the save)
Great Writers are at 88.5 with 18 great writer points being normally produced each turn
Great Artists are at 183 with 12 great artist points being produced each turn
The theater project at Kinchissa is about to end having spent 119 production on it.
At turn 98 (project completes)
Great Writers are at 120.5 stating 32 GWP were created last turn (14 due to the project)
Great Artists are at 209 stating 26 were created last turn (14 due to the project)
The theater project at Kinchissa has completed should produce 5 + (119/5) = 28 (28.8 rounded down) GPP points of each type.... but Kinchissa only produced 14 which is half as many as other civs.
This is recreatable with firetuner.
There is nothing in Kongo's description stating this should be the case but perhaps it was implemented and we were not told accidentally due to Kongo have 1.5x GPP points. It would be nice to know either way.
