As in the title. Playing as Kupe, who culture bombs when building Fishing Boats. I did so against Cleopatra twice or maybe 3x. Now, 150 turns later, I still have -58 diplo modifier. So it happens that I also took 2 of her cities around the same time. Grievances are long gone, only -18 diplo stays for occupying cities.
So, she holds more grudge against me about 3 tiles that I took then 2 full cities.
I don't believe that is an intended behavior.
Edit. Actually, it slowly increases, which may suggest that maybe there should be the opposite number used in the definition.
