[NFP] [1.0.3.31] Rockbands can perform on completly damaged districts

Title - is that WAI? For my taste, this is neither intuitive/immersive nor does it have desirable gameplay effects.

Select the Rockband near Bogota and see that you can give a concert on the Theatre District, despite both its buildings and the district itself are damaged.
