[NFP] [1.0.9.9] Kublai Khan Trait Exploit/Bug (FIXED)

Unfortunately I don't have a game save, but Kublia Khan's bonus can be exploited for liberated civs.

This is easier to test with Mongolia, cos you get the bonus as soon as you start a trade route.

Steps to reproduce:
1. Send a trader to a civ. (Get tech/civic boost).
2. Once civ is defeated, liberate civ.
3. Send another trader to civ. (Get tech/civic boost).

[Rinse, repeat].

If you play TSL Earth against Europeans many will fall to loyalty, so giving you plenty of civs to exploit this.
Or play Dramatic Ages on TSL East Asia.

Another version of exploit from elsewhere in forum (see post#2):

1. Send trader to a foreign civ city. (Get tech/civic boost)
2. War and conquer city.
3. Trade with another city in said civ. (Get tech/civic boost).

This issue is reported to be even broader and more serious, because the ability also can be triggered for the same civ again after a war, when you again set up a "first" trading post ( https://forums.civfanatics.com/threads/kublai-khan-discussion-thread.666547/page-23#post-16024713 ) The suspected root course is that the game just checks, if the gained trading post is currently the first one with a civ.

Found a more exploitative way: send trade route to cities which are about to rebel. Instead of waiting for 20 turns of war and peace and a lot of greviences.
