Playing as Atilla recently brought to my attention an issues that makes his kit feel clunky:

If you use the "Your Mounted Melee and Armor Units can capture defeated enemy Units" part of his UA well you quickly start exceeding your unit cap and getting production/growth penalties in your cities. Essentially, you are penalized for success which is unfun.

Proposed solution: give captured units the 'conscript' promotion (just like the Authority policy, lost on upgrade) so that they don't count toward unit cap.

Because it is lost on upgrade I don't think this would be overly powerful. You would essentially have to incorporate them into your unit cap if you upgrade them or otherwise use them as garrisons or gifts to CSs. So it would mostly help avoid the awkwardness of exceeding your unit cap during the war.

Same with the Prize Ships promotion. But then, they probably use the same capture code.
 
Yeah, I could see the same argument used for prize ships. The only difference I see is that Horsemen capturing units for the Huns happens much earlier in the game when your unit cap is usually more restrictive. I haven't used Prize Ships recently but it's possible that you don't typically run into this issue at that point in the game when you tend to have some space in your unit cap.
 
This seems fine. Mongolia isn't particularly powerful and having the stolen units not die right away is pretty tricky already.
 
I typically don't notice this too much since usually the captured unit is a death fodder blocker to die in revenge anyway, but it would be a nice smoothing agent for the cases where you can keep it.
 
Unless I really confused myself, in a recent game with Attila I was putting myself over my unit cap by capturing units. So right now I don't think they have the conscript promo.
 
This only solves part of the problem anyway. You can still go negative on strategic resources when you capture units, halting healing on the ones you already have.
 
Not a bad point. I didn't run into it in my Attila game but I could see it being a problem, especially with horse resources. Would make a good counter proposal.
