If it's more to code a difference between the two behaviors (they share code, and you'd have to make a split in the logic), I'd lean towards applying it to both. If you'd need to make changes in different places for each, then adding Prize Ships during ratification seems fine.

Axatin will have to make a completely new database column for the Huns' unique promotion, with all of the extra code that entails.

Then there needs to be additional text information to make sure it's clear that this capture mechanic works differently than all of the other capture mechanics.
