Make penalty to settler production smooth instead of based on thresholds. Growth penalty was already implemented like that, because majority of voters preferred it. By making settler production penalty smooth, it'd be consistent with growth penalty and it'd feel more natural than artificial thresholds. The function: Settler production modifier (in %) = Happiness (in %) * 2.5 - 25
