Table formatting is a WIP. We're going to have to do some BB Code customization (including probably implementing a BBCode add-on) to fix them. All we can ask is patience.
 
Enemies can use roads - everyone can use roads despite war or peace.

Personally, despite the annoyance both the slow growth and progression of roads in one's empire - I actually love the new system. I don't know why. Perhaps I thought movement was too generous before, or perhaps the sense of progression actually feels meaningful when your units utilize roads.
 
The new system is interesting, but it would be nice to have some manual control. Sometimes you don't want a road directly between cities, strategically.
 
Definitely need some faster movement. The problem is that when they go to 3/4 move per in the industrial, that's not enough to help the 2 move units, which are most of them. I like some slowdown, but not this much. I'd say maybe:
Ancient: 1 move/tile
Classic: adds bridges
Medieval: 2/3 move per tile (so most units would get 3 moves on a road)
Industrial: 1/2 move per tile
Modern: 1/4 move per tile
 
If they are going to increase move on roads they shoul do it using resources

Industrial roads-1 move base, 0.5 with coal
Modern roads-0.75 base, 0.5 with coal, 0.25 with oil
