One major thing is by giving all melee ships the ability to coastal raid is taking away one of Norway's only things it has going for it. That's one of its features.
Apart from it being the opening salvo of choice for most modern navies? As recently as Lybia subs were lobbing cruise missiles in land, now, the animation of torpedos might make no sense but a sub tossing missiles without the annoying having to load separate cruise missiles onto them of previous games seems pretty normal.
Privateers did a lot of raiding of colonial outposts of the other side. Drake (the best known privateer) was notable in this... I think that is a very historical attribute.
Not saying your ideas are bad... But the current version of the game does privateers correctly.
Coastal raiding allows you to clear goody huts. Early in the game thats a significant ability so I wouldn't make that abailable to everybody.
I'm not sure Civ will ever be a good simulation of naval strategy on any scale, it's too abstract. I don't think it need to be more complicated. I do think giving the lines some differentiation is ok but I would stick to move speed, strength and cost unless you plan on adding more units.
Well I'd like naval warfare to have more of an impact...but I feel the current design of maps and such make naval very low on the list. Unless obviously your playing an islands script, but even then the usefulness of navy is limited to naval combat.
Being now you don't have to put cities on the coast anymore, and LOS issues, make naval assaults less meaningful. Kudos to you @Olleus for taking this beast on.
The first thing that needs to be done is sea ice needs to be removed or revamped so ship units don't get stuck on one side of the map, unable to ever reach the other side.
Olleus, I like your ideas in general, especially the way you could specialize your navy for different purposes. Sounds like it would make an interesting mod.
