any advice on how I can try to make, out of 8 players, more then 8 countries? maybe like ally them into 1 nation, etc?

Maybe if we had some more knowledge of what you scenario you are trying to create, we could help you pick what nations should be combined. A neutral nation can include any country that didn't have a big part of whatever event you are modeling. Caution, make sure that you don't make them too powerful, it wouldn't be historically accurate for the neutrals to take over the world during world war2!

there are 4 major powers {2 of which are STRONGLEY allied with minors}
2 mediums {1 of which is at civil war, and I could split between the Majors each side is allied with}
5 minor powers
and 3 majors who are NOT in the war
here, I will explain...
its a alternete history, I wont go into how we get to here, but here is the boarders, in europe.
story starts in 1871, so I talk about some boarders at that time. this war, the scenario would be about, dosent take place till 1950, but the boarders dont chage between then
Superpowers:
Ottoman Empire. boaders as of 1814 {in europe anyways}
France and Portugal, {plus Gibralter} one nation.
Major Powers:
Germany. boarders as of the time of the weimar_republic {of course} except that all of schelwig is part of Scandinavia
Roman Empire. Italy with todays boarders and all of Spain
Medium Powers
Poland, boarders as of the time of the weimar_republic {bet you saw that one comin} would be a Major Power if it wasent for the civil war between the Democrats {controal what was the russian province of Poland in the 1800's} who are allied with the Ottoman Empire, and the King of Poland, controling the rest of the nation, place there by its ally, France. its the civil war here that starts the greater war the scenario is about
Hungary, at its boarder in 1849 during its revolt. which is Hungary, Slovakia, Transylvania, Vojvodin, and to boarder with croatia is at the Perut river {I think thats what its called}
Minor Powers
Bohemia, with boarders at the curretn Czech Republic. its a VERY close ally to Germany
Holland, includes all of Holland, Belgium, and Leuxembourg. a VERY close ally of France
Austria, Austria. a VERY close ally of Rome
Switzerland, Switerland. neutral toward everything
Croatia, Croatia and Slovenia. VERY close ally of Hungary
Algeria and Morocco, at war, but maybe I just wont include them

the story goes as such
the Ottoman Empire owes alot of money to "the west" [france, germany, rome] and has plans to not pay it back, since the world is runnin low on oil, of which the Ottoman Empire controals 66% they have a perfect plan, since the west will run out of money before the loans are up. the King of Poland, meanwhile, has been hording oil, for just this occasion. he releaces the oil... the Turks know they must act, they invade Poland, but must cross Hungary to get there. they do so, but Hungary and Croatia declare war on the Ottoman Empire. eventually, they occupy Croatia, but leave Hungary for now. they then move into Austria, and get into a war with it, and Rome. then they march on Paris, almost capture it, but the west eventually wins...
